When talking about what Castiel looked like, was he Vorlon-Angel while in Jimmy or when he was outside of Jimmy? If outside, how did the viewer not loose their eyes?

When he was outside of Jimmy. When Jimmy was still the vessel he looked like Jimmy with light coming out of his mouth, nose etc.

If outside, how did the viewer not loose their eyes?
That's a good question. And I think, Dean is asking it, too at that point. It will be answered in one of the next chapters :)
