This is so interesting. I like getting the idea of the place from you, and it does sound like a likely place for Torchwood 4 to turn up!

If you ever get the chance to visit Liverpool in the UK, go on up past the university to the area round Williamson's tunnels, and you'll see *exactly* why I think it's perfect for TW4!

It was made all the more complicated by the fact that there was a possibility that they might reappear before they’d disappeared in the first place
I can't help thinking that that's not only perfectly Torchwood, but vaguely Pratchett as well.
