Pirkei Avot 5:1

The world was created with ten utterances. What does this come to teach us? Certainly, it could have been created with a single utterance.

Also, on universality:

Avot 5:6 -- Ten things were created at twilight of Shabbat eve: ... the original tongs, for tongs are made with tongs.

Wlog we assume that the entity that created the world acted optimally... So perhaps 10 is the minimum required...
