I've told Annette this, but I think you should call the local ASPCA anonymously and ask for advice. They'd know best what to do. Personally, animal cruelty makes me sick, and any actions must be taken to stop it when you see it.
Yeah, that sounds like a good idea. They would also know what the implications might be for the owner/how they could actually make a difference. Maybe if she got a call from them it might jolt her into making a change.
and to make sure they understand, tell them the dimensions of the cage, and whether or not the dog can 'turn around' or whether it can 'barely turn around.' And whether it can see anything in the cage (like outside). These are things I've often seen in animal cruelty reports.
They usually say things like "animals being kept in their cages, which are too small for them to turn around, for up to 20 hours a day." This case sounds worse than that. Also, I hope she feeds it at night?? if not... mention that too. That is unhealthy if it is a small dog. If possible, weigh the dog and know its breed and height and length (shoulder height = ground to top of shoulder)... just incase they ask about malnourishment.

I'm going to call/stop by humane society and see what they say as well. Fortunately for the dog, it can turn around in it's cage and has a bit of room (though it isn't great - a mini dachsund with only about a foot by a foot and a half.)
It's terrible that the dog is spending 6/7ths of it's time in a cage.
