Since it says affected chars, I'd guess it'd be optional. Most events are opt in. xD

Nearly every event (except the ones you simply can't avoid because you live in the city...like when we had food raining from the sky) is optional unless otherwise noted. So Fletcher doesn't have to think everyone is out to get him, no ^_^
