I have blueprints of the city's underground pipework. There have been several suggested methods to ensure that every building in the city has a clean supply of water.

The question, of course, is how do we proceed? How do we monitor the level of purity of the water?

I can probably work on something that will determine the substances in the water and their concentrations. These detectors can then be positioned at strategic intervals along the pipework.

Sounds like a good idea.

There are ways of purifying it, many different ways I can think of, but detecting faults is going to be important.

[A nod of agreement.]

Perhaps it would be best if I set them to detect anything that is not water. From there, we could work on identifying the different components, determining their toxicity and then working on a means of removing them from the water.

That would be beneficial. We'd have to ensure the supplies are isolated to make those tests before we connect any pipe work to buildings.

It concerns me that these things may already have gone undetected.

Has anyone exhibited any signs of possible poisoning?

No, but I'm aware that some impurities in water can cause damage in the long-term.

While true, there is nothing we can do about it as of right now. Only until we identify the different substances that is in the water, can we determine their effects...

[He fell silent for a few minutes, clearly running an idea over in his head.]

Perhaps in order to minimize potential effects, we could purify and set aside a supply of water for the residents before beginning on larger products? Of course, it would probably only be enough for drinking, but that is perhaps the most pressing issue of right now.

We need to draw some conclusions about what to do as far as the water situation. It's my understanding that quite a few people have different thoughts about how to supply it. It might be better to have several systems in place at the same time.

Oh? What have been the suggestions?

Myself and a man named Hashirama were working on the current piping work under the city, I know there's a man named Neji who had something in mind, and someone else called Wonka?

Although I get the impression that everyone has very different ideas about methodology.

[A nod.]

That is usually the case when a large group of people try to work together.

Then we'll need to decide on a way to combine our ideas.

Why don't you call a meeting together with everyone involved in the water project and we can go from there?

[He was afraid you were going to say something like that.]

Yeah. I'll get on that.
