I completely agree with you on the flaws in Jenkins' stories, but I have to disagree that Robinson's was any better. While I think its heart was in the right place, it completely missed the point of Steve as a character -- that it's not strength or agility or superhuman abilities that make him who he is, but his own cleverness and determination and loyalty and big heartedness. And this issue had him... performing absolutely ridiculous acts of physical activity. Deflecting bullets with, and accurately throwing, a garbage pan lid when he's that frail? Jumping on a moving train and running across it? The message of the story TRIED to be "Cap is awesome because he's Steve," but it turned into, "Steve is only awesome because look, he was already totally a hardcore fighter before he got the serum!" I would have been much, much happier with a story where he got to prove his dedication through his mind or his heart, and not his strength and speed.
*nods* I think that's a fair assessment (and yeah, the garbage can thing threw me too 8} ). I still liked the special because plotholes aside, Robinson's Steve was earnest and determined in a way that didn't come off as insincere to me. Whereas Paul's Steve does feel that way (as unfair as that may be, because I think Jenkins is actually well-intentioned in his portrayal). Case of YMMV, I guess.
