I don't think there's any way you can determine who is allowed to have children and who shouldn't.
I do, however, take exception to the notion that everyone should be free to pop out pups without thought to their ability to care for them, whether that's economic, age, or capabilities. That's something I frequently see as the manifestation of "children as a human right" in activist circles. Having children is a choice and that choice should be exercised with great thought and not abused.
