hii..i'm REALLY new to photoshop
so i was wondering how to do this part

"make a new layer. fill with #002F57"

i did that and the whole picture went blue
is it supposed to do that?

Read the next line - change that layer type from "Normal" to "Exclusion - 34%". There is a drop down menu to the bottom left - around the layer palette :)

So.. yes, it is supposed to turn blue, but once you change to exclusion, your image should return and be a slightly different colour.
