My apologies to anyone who either found themselves in my dream (or found me in theirs) or were inconvenienced by my disappearance.

In three days, I will have been here for two years.

The anniversary of my arrival here is the one thing I don't keep track of. Everyone else seems to.

They used to. You know how quickly things change here, how attention attention shifts. I tell anyone who seems to be getting close.

You've actually been trying to put together laws? I suppose that's the next step for the police, but I don't see how you'd be able to settle on any.

I don't know which switches faster: Attention or the population.

I have, but I don't have anything to show for it. We've received several complaints about the lack of a codified law in the City, and Beckett would like to place some into effect. Frankly, I doubt that it's possible. No law will be universal enough to appeal to everyone. Even basic laws against murder, theft, and the like would have to have exceptions for curses, non-human citizens in certain situations, people who come from worlds where theft isn't a concept...

Attention, in my experience. But it's been to my benefit, so I'm hardly complaining.

There's a point where you have to put your foot down and say 'this is how it is'. Unfortunately, that may draw the attention of the deities, but if you really want to lay down the law that will be the price.

It's ridiculous. You would think that people would try to keep track of others who might be potentially dangerous--no offense meant. Almost everyone in the City is remarkably naive. They trust people, they trust objects that appear overnight, they trust the deities...

I will draft laws, but I'll leave it to someone else to do the rest. The deities' attention isn't something that I want.

I don't understand it, either. The best explanation I've been able to come up with is that there are so many threats, if a normal person took them all into account they wouldn't be able to operate.

Good plan. I attempted something similar with the Clock, but it didn't entirely work, unfortunately.

Those who take all of the City's threats into account and still manage to operate to a degree... are they necessarily abnormal?

Nothing works with the Clock. I wonder if it's the Carousel that we should be concerned about instead.

Maybe not necessarily, but I've never met a normal one.

It's all the same mechanism. The Carousel is just as protected, if you've ever seen anyone try to mess with it.

I haven't, but I assumed they were connected... I didn't know to what degree. The clock winds up, the carousel moves faster--casually, it should be simple to say, "The clock and the carousel control each other." But I don't trust the deities not to toy with us.

I'd rather not have either one destroyed, anyway.

Destroyed? No. But I would like to know how it works, know what goes into controlling it. Could be the key to freedom for some of us.
