I think Baltar's hopeless administration had a lot to do with their lack of permanent structures as well, if we take the way Laura and Bill talk about him after the exodus. (And the Union unrest.) I suppose we can also say their water/sewrage facilities etc were below par considering their apparent health issues.

Baltar was a villian, yes. But I never see him being able to railroad Bill and Laura. I think they were madder at him about his apathy for what was going on than his tyranny.
I am a huge canon whore about New Caprica (and I was seriously beaten up about it back when I was too new to know to keep my mouth shut). I enjoy reading NC secksytime fics as much as the next fangirl, but I generally count them as AU -- I don't really think they did anything, honestly (and honestly, I think that makes their overarching arc more romantic, if sadder). The details like communal showers I don't think much about either way, and I'd buy her having her own tent, although I could see her sharing with Maya as well.
I'm not fond of the 'Baltar sent Laura down to teach' vein in writing much. I'm really sure it was somethnig she chose on her own, without any input from the president. She's probably one of the main reasons the school (and others we didn't see?) existed. Teaching just made her so happy, I see her going back to it long before someone tried to use it to get her to move anywhere

Oh Gods, should I admit that one of the things I hate the most is fics that have Baltar walking all over Laura and Bill and forcing her to teach, or Bill to never visit NC etc? As soon as I see it in a fic, I think I pretty much stop reading. DRIVES ME NUTS.

I would buy the communal showers idea. If they're still living in tents after all that time, they probably don't have the resources (in materials, manpower or time) for building private showers

I have to say I have never entirely understood Tory. One day I will rewatch the later seasons now that I know where they were went ultimately with her, and see if her character makes more sense to me.

Yes, if she did have a roommate, I assume it was Tory. Which does make Tory's ultimate betrayal later in the series harder to take.
I always get the sense from their subsequent conversations that Bill had seen neither the lake or the baby. Just the way they phrased things.
Please don't make me ick out at the thought of Roslin/anyone else paired up on NC... *feeling faint*
