The Pirate annual certainly wasn't the deepest or best-done Elseworlds I read, but it certainly wasn't horrible. Dixon even managed to get some of his trademark Joker humor into the Laughing Man.
And as for making the pirate-verse a full-fledged world in its own right... I think that making exploration a major theme would be a boost. My favorite anime/manga of all time, One Piece, is also about pirates, and its greatest charm is that their world is nowhere close to be fully mapped out. Every island the protagonists sail to holds some new, bizarre wildlife and an even weirder (and deadlier) environment.
Batman, as we know him, is largely tied to Gotham. But Leatherwing has no such restraints - in-between fighting off Spanish galleons, he could spend his time exploring and charting Central America, the horn of Africa, the Middle East, the Orient, perhaps even Australia...
