A yes, the old "Frame up" route, still the crimes are not bad and if Wilkins had played the part the right way he would have gotten away with everything but he had to drop the ball on the coin flip landing on the evil side all the time.

You weren't missing much in the page before the Chinese acrobat scene; it was just a full-page flashback to the original Harvey Kent trilogy, to get readers caught up.
The missing scene where Batman and Robin come for Harvey is more interesting; Harvey refuses to let them take him, and breaks a chair over their heads before fleeing the house, telling Wilkins to stay away from him in appropriately melodramatic manner. B&R then discuss things with Alfred, along with an appropriate does of pop psychology.
Cut to a circus sideshow, where "Two-Face" tries to kidnap a pair of Siamese twins at gunpoint (unlike Schism, they're girls, and only joined at the waist). In the confusion, an elephant gets loose, and B&R stop it by... having Robin wear a tiger pelt. Because elephants are afraid of tigers. It's during this scene that "Two-Face" drops his silver dollar as he runs, cluing the Dynamic Duo in.
Damn! I have got to track down scans of this whole issue. Or else start a letter-writing campaign to DC to get a whole collection of Impostors stories!
I had this issue years ago, if I recall correctly, it's where Frank Miller picked up the "Two-Face once kidnapped siamese twins" idea he mentioned in THE DARK KNIGHT RETURNS
