I've seen concept art from a BATMAN FOREVER art book, and the drawing there had him look more traditionally disfigured, so the best I can guess is that they wanted him to look less grotesque and terrifying for the kids and merchandise. ESPECIALLY after the grotesquery of BATMAN RETURNS, which pissed off merchandisers and parents groups so much that it pretty well forced producers to dump Tim Burton in favor of Schumacher. Right in time for Two-Face, no less. On one hand, I'd be very worried what Burton would have done with the character. On the other, it probably would have been better.
I don't blame TLJ. He did it for his grandkid, and hell, maybe he would have done well with the role if he had a better director (and script, but then, the novelization reveals that the original script was actually an improvement, and could have been a watchable film if handled better). But then again, I still think he was too craggy for the role, even before he got too old for it. A double-disqualification!
