1. I'm considering moving out of Humboldt County. The reason is simply to spend a portion of my life not living in Humboldt County. The plan is currently to move in with Andrew, either to San Francisco or Santa Cruz (maybe Hayward) and go to the respective CSU/UC

Pretty sure Hayward would be a little cheaper. If you're not picky, Treasure Island (very near San Francisco) is near-Humboldt cheapness.

The cost of communting would be very high for treasure island, not to meantion taking time off life from stress. I will be in santa cruz from end of feb/march till augustish. Then i will either be returning to Germany or working in san francisco. If you want any ideas or need consultaton on santa cruz ill be online. Oh, and the average cost of housing in sf central is 1000 for a one bedroom apartment (renting from houses are cheaper) and the average in santa cruz is 600. Untilities not included. And thats just for a room. And closer to the univerity can rise to 700 or 800 but if you end up paying that much you are getting majorly overcharged.
