They are the expendable gender because in the former Yugoslavia when there was genocide men were targeted for slaughter. And also because headlines are like 'eleven dead including three women'.

Yeaaah, no. Not only is that, as you've said, killing off those perceived to have power instead of those seen as disposable, the headline thing comes from the impression that violence against women is more 'shocking' than violence against men, and therefore makes headlines more likely to sell papers. Not because men are expendable, but because if it wasn't included in the headline, some people may think that only men were killed if it were just 'eleven dead'.
