The Scarecrow doesn't have the Joker's knack for rallying a mob. He operates best by himself, anyway. He will gladly observe whatever chaos the Joker manages to stir up, but his real work for the evening is his alone

Adrian is down on the ground floor of his building, now, helping employees in gas masks manage this mess as best as they can. All they can do, really, is create quiet, calm places, and try to keep the people inside them quiet and calm. If the toxin makes anyone violent, they need to be separated right away, and that, and general panic, are not easy to deal with, not by a long shot. The clown's thugs intentionally causing more panic are a whole other matter, and Adrian intends to keep them out.

Veidt is already assisting, in the way that he's able to do so most effectively. That's all he'll demand of him.

Another nod, and he's reaching for his grappling gun. Fires it, and is pulled upward into the night. Soon after, from the other side of the building, there's the roar of a bike engine, building and then fading.

He's needed elsewhere.
