I suppose it depends on just how parallel the universes are. Several minuscule tweaks over an extended period of time can, ultimately, lead to drastically different conditions. Given that the duplicates predominantly seem to arise from recently branching time lines, it's probable that any differences are insignificant at best. Even with identical parents, the environment of the womb can have some effect on the development of the foetus and the life it will go on to lead.

It does, a major difference between both universes could lead to a much different duplicate; with only its looks intact if they were spawned from the same parents. They also could just be from other worlds in different time lines, which means that their DNA is the exact same. Either way you look at it, there is an experiment that is to be conducted on this matter, otherwise our data will be incomplete and thus no conclusion to our main aim.
