Vallewida wants someone to rip his heart out so he can sacrifice himself for Howard. He can't do it himself and get a label on it and put it in the biodome and Celena was meant to do it but she is going to bottle it and run away at the very last minute, unable to go through with it.

Sebastian interested at all if Val asked very nicely?

He rather enjoys ripping out hearts and causing agony.

There will be a line around a section of the biodome come Saturday which Sebastian will occupy. IF he steps past that line Sebastian will rip out his/her heart in a means of protecting those hearts for his own amusement. Since anyone trying to steal hearts, or stop someone else will be killed. I'll clarify later.

It's basically a deal. Sebastian gets to rip out hearts..and in return as a price, he'll protect the heart.

Yes if he asked nicely before hand I'm sure he would.
