Why would he keep hostages in the first place?

Take my word for it, he has a repressed personality the facility forced into him. Its a mixture of Sasha himself and something else. I wish I had a better explanation for it- but I didn't really look into it as a kid.

He'll only keep hostages if they're people who've attacked him or are trying to free people he already has a grudge against.
