Sam and Dean retreat after their encounter with Lucifer because I guess they feel like they can't do anymore at the moment. They're best hope, the colt, turned out to be a bust. On top of that they had the treat of seeing an entire town sacrificed before their eyes to summon the angel of death. I think they'd be feeling pretty helpless standing before Lucifer, the Devil, with the Angel of Death coming down, and no plan on how to affect them at all.
The photo burning might have been a tribute to Ellen and Jo, who were more important to Sam, Dean, and Bobby than I think most people realize. Sort of how some ancient funeral rites involved commending the persons body to the fire. Or it could have been done to signify a sense of hopelessness and grief about not only their two fallen hunters, but the entire situation. The show has done some funny episodes leading up to this one but there's no getting around the fact that dealing with the Devil and angels and the end of the entire world can take a toll on someone's psyche.
I think, as for the picture burning, I'm going to lean towards the show that they feel things are quite helpless at the moment. Ellen and Jo were at the top of their game and quite talented hunters. To lose them must have been quite a blow. I guess it's just not something I would've done. Personally, I would've kept the photo as inspiration to not let them die in vain.
