Um, I hate to rain on your snarky parade, but I believe a water ice is like an italian ice, also called just an ice, also probably called dozens of other things, but that's what we asy 'round here. Roughly, ice cream without the cream. See Rita's Water Ices, though their website doesn't seem all that functional.
To be honest, I thought it was dumb too when I first heard of it. I was vacationing in New Jersey and my friends who live there were like "OH! We have to take you to Rita's! Have you had water ice before?!"
I just blinked and was like "Yeah...I'm from Canada...we have all sorts of ice back at home..."
Maybe it's a regional thing, but what is referred to as "water ice" in my area (Philadelphia, PA) is called "Italian ice" in other parts of the country. It's a frozen treat made with ice and fruit, and is very similar to a snow cone.
