My first Canon EOS body came in a kit with a 28-105 f/3.5-4.5 that was very well reviewed. It has since been replaced by a new version, but it seems to still be pretty high quality. Check out somereviews.

no....the lenses really shouldn't stop halfway. In some ways you get what you pay for; i have not find that large of a range in pricing across the web for lenses, so if one site has a great deal, then usually there is something wrong.
I use bhphoto.com, adorama.coma and thats about it.
I also recommend www.kenrockwell.com as a resource to learn about different lenses - his reviews are in-depth, very readable for non-professionals and impossibly informative. You can find out what to expect from a lens before you buy it. It's immeasurable.
