Learn how to do coloring like this:
Written for Paint Shop Pro 9, translatable.
Crop, resize. The usual.
Duplicate twice.
Take the 2nd layer and go to Adjust>Blur>Gaussian Blur (2.00)
2nd layer again, go to Adjust>Blur>Motion Blur (344 angle, strength 10)
Set the 3rd layer to screen, set the opacity at 50%
This tut is for a light image, so if you're dealing with darker images you would screen maybe 2 more layers.
New Layer>New Adjustment Layer>Hue/Saturation/Lightness
Set the saturation at 48
New Layer>New Adjustment Layer>Color Balance
Set Cyan at -58
Set Green at 60
Set Yellow at -30
Layers>Merge>Merge all
You should have something like this:
Note: For darker images, screen more layers. Once you're done coloring, merge all, duplicate once and go to Adjust>Blur>Blur More. Change the 2nd layer's opacity at about 50%, and try messing with the color some more to get it exactly how you want it.
Add textures, text, whatever. And don't be afraid to mess with the different settings, this can be colored many different ways. :)
