A conditional statement is all that's necessary.
Unless you would like me to write a boolean function for determining whether or not a given year is a leap year, which then I would call inside of a conditional statement anyways.

Were you expecting something godly for determining whether a year's a leap year, Ailsa? :P
I can divide by four without using any arithmetic operators. Does that count for anything?
