BTAS probably has the least connection to JL/JLU because of the Bat-Embargo but they DO make JLU MUCH cooler. Only a couple of things are really carried over including the Clock King and one of the members of Cadmus. Mask of the Phantasm is also essential. Two Batman episodes are also referenced in JL's Secret Society and Wild Cards.
Bottom line: BTAS is NOT essential to enjoy the first 52 episodes of Justice League that are out on DVD but it WILL make watching JLU season two MUCH cooler so you have ample opportunity to get all four volumes and Mask of the Phantasm before it comes out. By the way, Batman Beyond is also pretty heavily connected to the first and second seasons of JLU although most of the connestion involve Return of the Joker and The Call which is not out on DVD yet and won't be by the time JLU season one hits. The Call makes the cliffhanger of Once and Future Thing part one VERY cool.
In addition to what Matt said, BTAS is largely self contained. You know who Joker is, when he shows up a few times on Justice League, you don't need to remember a particular episode he was in.
TNBA is a bit more important because it introduces Etrigan and teams up Supergirl with Batgirl. Nothing MAJOR major, but ya know.
Having said that, there's ALWAYS a little something fun that carries over from series to series (the Arkham inmates in "Joker's Wild" and the Parasite in "Two's A Crowd" [or maybe it was "Double Dose"] are watching the same program).
Batman Beyond's trickier because the Justice League Unlimited were first seen in "The Call" (first appearance of any Justice League in the DCAU), and quite a few episodes on JLU are sort of a nod to that. Who knows when that's coming out on DVD, so if you want to go ahead with Justice League Unlimited (which isn't out on boxed sets yet), I'd reccomend downloading "The Call" before you begin.
I love being a completist. I REALLY want Static Shock, The Zeta Project, and Gotham Girls on DVD BADLY and I hope that after all of Batman Beyond and JLU is released they will release them.
I'm a broke completist. I only have Batman season one and two, and Superman one... oh, and Return of the Joker on DVD. There are some I have on tapes, but... I need the DVD. So I have quite a ways to go, especially seeing as how I dropped out of watching JLU because I simply couldn't keep up with it on television (I would miss episodes... So. yeah.) I actually never even made it to JLU, only to JL season two. It's kind of driving me insane.
Well the good news is, all of Batman (including the three movies) and all of Superman is out on DVD. The two seasons of Justice League are out, and we'll eventually get Justice League Unlimited.
Only season one of Batman Beyond is out as well as ROTJ, but knowing that they're all either out or will be out on DVD should ease your mind a bit, that way you can get them and watch them whenever it's convenient for you.
