Nuadoria was a port town for trade and commerce. The center of it, in fact. However, there are quite a few things missing from the map that should be present... and are.

Likewise, certain things on the map are displayed that you'll be unable to find.

The eastern side of the docks. ...And, if you follow the docks to the west, you'll find an area leading into the back end of the sewers. You can't get into the actual sewers, but you can take the tunnel and before the entrance there are quite a few buildings that may fit your description.

Lastly, if you scour the residental area, there are buildings that look civilian but aren't once you step inside.
