If I remember correctly, the Japanese were generally very open about sex and natural functions earlier on as well. It's slightly better than our double-version of morality where we don't care if about fifty billion condom commercials and all sorts of other random sexual infrences come on at all hours of the day, but when someone flashes a boob, it's suddenly national news.
