It wasn't explained. But I think it was a case of simple kidnapping. This couple, who didn't seem to have other children, saw a cute young blonde girl and took her.
There was a case here in the NY area recently, about a young woman (about 18-20 years old) who found out she'd been kidnapped as a child, and came back to NY to find out who she really was! The kidnapper wanted a child, and took the first child she saw that she liked.....
Kidnappers don't always kidnap children for $$, they also do it because they want a child and see this as an easy way to do it. I figured that was the same deal for the PA couple in Bones --- they just never bothered to take her to a doctor about the disability. Any doctor worth his/her salt would've realized, with testing, that the child wasn't theirs.
I can only imagine that there are myriad reasons, however horrific, to kidnap a child. And one would be if you're desperate to have a child but are physically unable to and are unable or unwilling to go through the adoption process.
That seems like a weird thing to not explain--especially because she's deaf. I guess you wouldn't know that to look at her, but it should've been quickly apparent, non? (The fact that the birth parents sign to her and that her deafness was a genetic/birth thing leads me to believe she could already sign at age 3.)
IA that some people are just jerks and that they treated her as they likely would have a biological child, but it would still have been nice to have a line here or there perhaps saying how badly they had wanted a child or even that they just saw her and took her. Even if the 'reason' isn't really a reason, it seems odd for the show not to address it.
