She starts to receive the casualty lists on her desk first thing every morning. She knows the record is incomplete, fractured, since information isn't always relayed well. Since Break the World, communications haven't been reliable, but she takes whatever intelligence she can get.

Cagalli spend her first half hour of every day reading over those lists. She flips through the hard copies, taking time to read each name, wondering at the pronunciation of the more exotic ones. Each represents a life lost, a family forced into grief, a failure of her policy.

She mourns for them all, but every day she is shamefully relieved when she doesn't see them counted among the fatalities. Cagalli knows it's selfish, and she's not fulfilling her duty as Orb's Representative to care for all her people equally, but she's still young enough to think of those she loves first.

She dreads seeing Kira Yamato there, but she knows that her twin isn't immortal. If her father could die, so could her brother, Ultimate Coordinator or not. She wonders if her former bodyguard will be called Athrun Zala if he dies, or if he'd be listed as Alex Dino, that silly pseudonym he took upon accepting the position. To her, the name doesn't matter - all that matters is that a brilliant, kind man will be no more.

At night she prays to a deity she's not sure she believes in. She makes bargains, offers obscene promises, if only, only her loved ones return. She removes the ring Athrun has given her, telling the fickle fates that she won't demand his love, only his safety.

She wants to return to the Archangel and be with them, the two whom she loves best, but her fights can no longer take place on the battlefield. She must trust Kira and Athrun and all of her friends, knowing they will do their best to do what's right. She had to believe that they are strong enough to win the victory Orb so desperately needs.

She must wage her own war among the diplomats, standing firm for Orb's values. She cannot bend, she cannot be broken, or else all they have suffered and lost has been for nothing.

After she finishes reading the list, she slides it into her top drawer, ready to work. When her counselors enrage her, or make her want to cry, she will caress the list like a talisman to assure herself that they are not on it yet. So Cagalli can fight back, because if she does her job right, maybe she can save them.
