I would say it's probably something like xenophobia, being the same reason why some onsen do not allow foreigners into their tubs. Not the likely reason but the only plausible reason i could think of.

Though of course, your logic is sound too :P

I'll go to their onsen and bathe them like a sauna! Then those onsen will know what a real bather's like!
