My wife and I were recently in Russia. We were in two different cities, Moscow and Samara. In both cities, the temperatures were in the 20s, F°. In Samara, the air was dry, and my winter gear from home kept me comfortable outside - warm, really. In Moscow, it was foggy and wet, and the cold penetrated everything you were wearing.
It wasn't the cold, it was the damned humidity."
