This is Mao-chan in Mini 2009/07 (according to chiyu10).
She seems to be doing exactly what she said she wanted to do this year, which is become more girly. She's so gorgeous, isn't she? I adore the first picture of her so much. Too bad these are blurry, but I hope to find better pictures from this magazine soon.
