i know that with the potter theme park, it's a part of universal, and it's a separate entrance fee from the rest of the parks at universal (island of adventure and all those, etc). i haven't been to orlando in ages, and am going later this year, so i'm not a huge source of help, sorry.
my cousins went to disney world a couple of years ago, and were generally bored out if their minds, but that was because they were three adults going without any kids. the joy of disney world, they said, is to have kids with you who'll enjoy it (which is your case). so, from them, i'd recommend disney world. as for universal, nothing looks completely awesome there besides the potter theme park.
I haven't been there in a long time, but I once went over Easter and had a blast (I was 17). All the parks/hotels were packed, though. They get the biggest crowds during holidays, school breaks, and summertime.
I would recommend going at the beginning of year if possible, since everyone will be back at school and what not. Also, if you're planning on going to Disney and the HP park, I'd probably stay at a non-Disney hotel.

Yeah, I was trying to figure out when would be the best time to go. I was thinking Thanksgiving but figured that would be COMPLETELY packed. I don't want to go during the summer, I'd rather have it be crowded and cool then crowded and hot.
My hairstylist recommended going during President's Day. I'm not sure how much school my niece could miss/how much her mum would let her miss to go though.

LOOOL yeah, any long school break is a disaster. That time I mentioned when I went....it was Easter AND spring break for me. I remember going to "church" in one of the resorts on Easter, omfg, it was like a small country inside. SO MANY PEOPLE.
I live 45 minutes from Disney World and Universal. :D I can't really give a lot of input on Universal, since I don't go there (I'm only just starting to warm up to rides), but I was just at Disney a couple weeks ago

We will be at Disney in two weeks! Just 2 1/2 days, so we're not going do too much, but we will be going to the Magic Kingdom (Chicklet is 5 - perfect age for that) and the Animal Kingdom since I know she'll love that.
Just from my planning right now - don't stay on site. Unless you really want to spend tons of money on accommodations. *g* We have a decent sized one bedroom suite for less than 600 for the three nights. A single room in a moderate Disney hotel was 1200+.
Can't help you there since I've only been to Disneyland Paris (and there it is, or was?!, one single park) but I needed to say OMG SHE'S TURNING 12! I still see her as this little girl, it just shocked me a bit there, wow!
