Выражение “crime infested” то же самое. Трамп употреблял его до этого не только к Атланте, но и к “sanctuary cities” в Калифорнии (где никакого увеличения преступности нет, но понятно, почему “infected”).

Чтобы списать выражение “originally came from countries whose governments ...” на косноязычие, нужно постараться. Но кому надо, справятся - только для того, чтобы Трамп их поставил на место.
