This is Peter Davison's apology for having to cancel his appearance at Gallifrey One 2010.  From what I've heard, he wrote it and Georgia Moffet filmed it; I love it when an actor can poke fun at himself.  It still cracks me up even now, and I just love the special guest at the end, though there was so much yelling when he appeared when the video was first played that I couldn't hear the dialogue.
