Raining frogs and fish

In some places in Japan this year, an unusual phenomenon occurred. It appeared to rain tadpoles and small fish. This has been seen before in places during bad weather, where a water spout will occur and pick animals out of a body of water, then deposit them some where else. The unusual nature of the occurrences in Japan, however, are that they were accompanied by no bad weather of high winds. They just appear to have fallen from the sky.
