Guild Recruiting?

I've seen some of you ladies post that you are guild leaders and whatnot, so I thought I'd come to you for some advice. I recently joined a guild that I LOVE and I want very much to succeed. Shortly before I joined the guild, but after I'd already begun tagging along with them for some 5-mans and a Kara run, the current Guild Leader decided to quit the game. His mom is quite sick and he had started a new job and he just couldn't devote the time and effort to the game. The new Guild Leader (grrrangel), who I'd actually connected with through wow_ladies, had a lot of issues to deal with upon taking over. Not the least of which was the fact that the old GL had been our only healing priest and best geared/most experienced healer. Lucky that I came along when I did, because the guild was falling short on healers. But, with the loss of the old GL, they haven't been able to get back to their desired number of healers for Kara raids.

In addition to that, we only have two tanks. This works fine, for the most part, but if either of the two tanks can't make it to a raid, that means we have to call it. Last night, we had to call our raid because we were short both a healer and a tank. I've chatted a lot with our new GL and she really wants to try to be sure we have enough people so that each "role" has at least one backup. This means we need to recruit at least one tank and two healers. Do you ladies have any suggestions about how to go about this? Should we find level 68's and 69's and help them get leveled, geared, and keyed? Should we try to "steal" raiders away from other guilds? Any thoughts will be greatly appreciated and I will share them with my GL and guild officers.

Also, when you have "backups" for different roles, what do you do when they aren't needed? Do you rotate people in and out each week? Each raid? Each boss?
