http://www.askmrrobot.com/ is a great resource if you're like me and not sure what gems/echants are best. It will also show you the best gear available for each slot for your character and where to get it. And you can tell it to exclude things from raids, etc. if you're not doing those yet.
If you want to do instances, pick up the Glyph of Fear as your third major glyph. You may be asked to cc a mob with fea, & keeping it in place will help a LOT.
You might also look into your spec. You've put a point in every talent in the affliction tree, & I'm willing to bet not all are beneficial for both PVP & PVE. I can't speak more, sadly, as my highest lock is 72.
The website that faithful_summer linked to is indeed a great resource, and will basically do all the hard work for you, telling you how to reforge, gem and enchant, as well as offering upgrade suggestions for each piece of gear.
I'd also recommend that you check out this page at noxxic.com, which can help you understand the stat priorities, the optimal way to spec, and your spell priority list (or 'rotation', if you prefer) and general gameplay tips if needed.
If you want even more in-depth information (including a bit of theorycrafting/maths), you can check out the Affliction page over at Elitist Jerks.
A quick note regarding Hit: at lower gear levels it may not be possible (or even desirable) to reach the 17% chance (1742 rating) cap indicated; instead, you can aim for different caps depending upon the level of the encounters you'll be facing. You can find a table summarising the specific numbers here. Being a non-Draenei caster, the first row of the table will be applicable to you. As the text above the table says, if you're not going to be

Well, first thing is to learn about you class! I suggest going on over to elitistjerks.com and reading their lock forums. :) There is a basic info section that will answer all your questions about basic stats and gear, as well as hit cap, rotation, specs and things like that. If you learn about your class, you'll have a great resource to go to for anything else you may need instead of having to rely on word of mouth. ^^
