as an employee of the agency that screens people for state-funded health insurance, i know for a fact you can apply from the emergency room of any given hospital (we call them "treat and release" applications). i can't speak for how fantastic the coverage is, but i'm pretty sure shitty coverage is better than no coverage. if you'd prefer to apply not from the e.r., here's info on how:
DES offices close at 5pm, generally, but you can mail or fax in your application. or, you know, you could give it to me and i'll turn it in for you. you wouldn't have to come in for an interview, because we don't do interviews for people applying just for medical--you turn in the application, get assigned a worker, and they call you and/or request through the mail any verification of any information they'll need to work your case. you'll need to bring in your original birth certificate, by the way--and again, if timing's an issue, i can help you out with that.
