Here's what we should do...here's what I have in mind...
Come up with a contract for students to sign. It's not a petition. It's an agreement. It goes like this...Things go back to the way they were. No a, b, c periods in seminar. No limits to number of destinations. As long as they abide by the rule that there is a 5 minute passing period time. No longer. Should they break it and loiter/cause problems, they are given an automatic detention to serve. The next time it happens 3 detentions. On the third time, they are grounded in seminar for the next three seminars and given saturday school. After those three seminars, they get it back. If they lose it again, they are given saturday school and grounded for three more seminars again. If things get really bad, then the administrators deal with this student however they please through suspension, expulsion, etc. By signing the contract, the person agrees that he or she will be respectful and honor 5-minute passing period rule like a responsible adult. Failing to do so will affect them.
If we set up something of this nature and get it signed by as many as we can, we can show the schools that we realize the 5-minute passing period time must be honored. We can show that seminar can't work if we loiter. We can show that we are responsible people and will take on the responsibility of conducting ourselves maturely during seminar.
A clear cut plan for discipline can fix the problem. Hall monitors can write up referrals like that. If the numbers are high, so be it. This must be enforced. And people must become responsible instead of being allowed to ruin life for other people in the group.
