this might be easy but i can't figure it out ): i remember a movie from probably early 2000s with two stereotypical "dumb blondes." the only thing i remember is that they cut up an american flag and turn it into an outfit for the two of them. i think one of them says something along the lines of "is it illegal to cut the american flag into a dress?"
