alien movie

My boyfriend is looking for an alien movie he saw around 2009. He says the premise of the movie was that a big spaceship hovered over America for a few years (very low, only like helicopter height), and he believes it was set in the '80s. He says the aliens themselves lived somewhere in the slums (perhaps in Africa) and looked more like "mutants" than aliens. They were tall and brown and had things hanging off of them. He thinks that in this movie, the humans were being cruel to the aliens, but he isn't sure. I know this is not much information to go off, but if you know what he's talking about please help us out!
