Japanese Pop Song

Can anyone tell me the name of a song that was popular around 2001-2003 in Japan, with a video of the female singer with hooped earrings? It was not Ayumi Hamasaki. I think it may have been in black and white, it was a disco-y song and upbeat. I know it is rather vague but I saw a clip of it on one of those Top 10 countdown shows, Top 10 videos or songs of the week. Also on the Top 10 countdown that week were Prism by m-flo and Always by Mai Kuraki. I think the countdown show was on after Detective Conan on Nippon TV.

I tried looking around for a hits list but I am only finding ones with American music on it.
