There IS internal monlouge here, but it has an excuse: flashback!meowth and the other meowths in the episode can't talk.
Interesting how Hollywood has become a ghost town by the time that the anime takes place. I think this supports my not-very-justified fanon that Pokemon!America has fallen from grace as a stable first-world nation.

Speaking of homage, is it just me or is the whole episode very sublty trying to imitate an american movie? Something about meowth's trenchcoat, the showdown between meowth and the persian for meowzie... and something else I can't really place.
Also, best justification for a talking animal's talking ever.
