Have your initial big stuff done locally, then if anything else needs to be done, it'll be quicker for someone at your new locality to do less rather than more.

And as for the other dress, it was. I ended up not even letting it out (did I mention it was BEADED?!?) and pulling the zipper out and creating a corset back. Wasn't perfect but it worked

I had previously ordered the extra fabric needed, and my alteration was to build a corset back into my dress. The corset back was a different color, so the lacing loops, corset ribbon and corset panel had to be created with the special fabric and built into the dress.
It should be noted that I didn't get any hemming or anything like that, because my dress came in the right length for my height.
As long as the type of alterations you're getting are fairly standard, I think 4 weeks is plenty of time!
Don't dawdle, of course, but there isn't much that a good seamstress can't do in 4 weeks. :)
