No, it's certainly a pet. And it doesn't have any of the qualities one would expect in a jellyfish.

Vaguely spherical, generally gelatinous.. I'd say that sounds like a jellyfish to me. Even though I've never seen one be patriotic.

What sort of thing could it be otherwise?

It doesn't sound like any sort of pet you would find back in my world, that's for sure. You'd be more likely to get advice if it was about a cat or dog or something of the like.
