Dragon Man?
Seen this guy emoting something awful with many Ssss to his words a few times around the city before.
I admit I don't know everything about lore and asked one my chat channels about dragon rider's in WoW while I headed over to WowWiki. Funny enough a few people knew this guy. He claims to have been one of the Dragon Riders of Loreth'Aran who didn't die as Lore explains. I don't know maybe he went to take a piss and missed the mass murder?

Yet we have one standing around in Stormwind speaking as if he could be fluent in postle tongue?
