Maturing physically is up for debate. Blizz hasn't ever officially said one way or the other. One of the people I RP with plays her young daughter as a slowly aging/maturing elf. It could go either way though.

That said.

19 is STILL not going to be taken seriously as an experienced war-hero/world traveler, by any stretch of the imagination. They miiiiiiiiight be ready to start school, but going off to war? Veterans? Yeah... no. So by toddler I mean they're going to be treated that way, most likely.

Anyone from a race that lives for 300+ years is going to look at a 19 year old and go, "Oh child, you have not yet BEGUN to live."

The half blood thing is...meh. They were in contact, yes, but in the past several years (say around the time of the apparent conception) the high elves had been pulling away from the Alliance. It's part of what got them into trouble in the first place. So viable? Sure. I think in this case it's more a "I want to be SPECIAL!!!!" than actually playing out the consequences of that sort of mix. We belves do noooooooooot like humans anymore, even a little bit, so those twins would be run out of town on the sharp end of a pike, most likely.
