The idea is to get everyone across the river, though there are some rules:
1) The boys cannot be left with the mother unless the father is around.
2) The girls cannot be left with the father unless the mother is around.
3) None of the family members can be left with the thief unless the cop is around.
4) Only adults can pilot the raft.
